Algorithm

I have a question. I found information that your algorithm works as follows: 90 sec 30 min 12 h 2 days 2 weeks 2 months I had a break from learning vocabulary that lasted over 4 months, but out of more than 3000 words, only about 1700 returned for review, while the rest were still marked as "learned." Shouldn’t all of the words have come back for review, since it's been more than 2 months since I last repeated them? Were the remaining 1300 words marked as permanently learned and will never come back, even though I might actually forget them over time?
